Before 1.4.1996 there were three regional medical council namely (i) Mahakoshal Medical
Council (the provisions of the Central province & Berar Medical Registration Act, 1916 –
Act no. 1 of 1916 (ii) The Madhya Bharat Medical Council (the provisions of Madhya
Bharat Medical Practitioners Registration Act, 1954 – No. 16 of 1954 and (iii) Bhopal
Medical Council (Under the provisions of Medical Practitioner Registration Act 1935 – Act
no. 7 of 1935) functioning on regional basis for Mahakoshal Area, Madhya Bharat Area and Bhopal State Area.
Since the Madhya Pradesh Ayurvigyan Parishad Adhiniyam, 1987 (M.P. Act no. 11 of 1990) has been given effect for whole of the area of Madhya Pradesh State form
1.4.1996, therefore as per section 31 of the Act, the following consequences have ensued namely: -
A. The Following three regional medical registration Acts have been stand repealed w.e.f. 1.4.1996.
(i) The Central Province and Berar Medical Registration Act, 1916 (No. 1 of 1916)
(ii) The Madhya Bharat Medical Practitioners Registration Act, 1954 – No. 16 of 1954
(iii) The Medical Practitioner Registration Act 1935 – Act no. 7 of 1935)
B. Consequently the following three regional medical council's have been stand
dissolved on 1.4.1996 and all the registered medical practitioners of these three
Regional medical council have been deemed as the registered medical practitioners
of Madhya Pradesh Medical Council automatically in accordance with the provisions
laid down in section 11(4) of the Madhya Pradesh Ayurvigyan Parishad Adhiniyam, 1987
(i) Mahakoshal Medical Council (functioning up to 31.3.1996 under the provisions of the Central province & Berar Medical Registration Act,
1916 – Act no. 1 of 1916
(ii) The Madhya Bharat Medical Council (functioning up to 31.3.1896
the provisions of Madhya Bharat Medical Practitioners Registration Act, 1954 – No. 16 of 1954 and
(iii) The Medical Council (Govt) Bhopal (functioning up to 31.3.1996 under the provisions of Medical Practitioner Registration Act 1935 –
Act no. 7 of 1935)
Total numbers of registered medical practitioners of these three erstwhile Regional
medical councils were 22111 up to 31.3.1996. Now the total number of the registered
medical practitioner of Madhya Pradesh Medical Council, Bhopal is 30450 on dt. 31.12.2006
As per the provisions laid down in section 11(3) and section 13(1) of the Madhya Pradesh Ayurvigyan Parishad Adhiniyam, 1987 only those recognized medical
qualifications medical degrees / diploma / certificates) can be registered with the
Madhya Pradesh Ayurvigyan Parishad Adhiniyam, 1987 that have been duly recognized
under Indian Medical Council Act, 1956 and included in the Indian Medical Council Schedule of the recognized medical qualification.
Medical registration of each recognized medical qualification (P.G. degree / diploma
obtained subsequently after the initial registration of MBBS) has been made mandatory
vide section 13 (1) of the Madhya Pradesh Ayurvigyan Parishad Adhiniyam, 1987 to
every registered medical practitioner to use such additional qualification (as Additional
Registration specialist of the subject) for the purpose of practice or any other purpose
whatever or derive any advantage there from during the course of practice or the purpose of employment
As per the provisions of section 21 no person in the territory of Madhya Pradesh is
entitled to practice in the system of modern scientific medicine (allopathy) directly or
indirectly without getting prior medical registration of his /her medical qualification(s)
under Madhya Pradesh Ayurvigyan Parishad Adhiniyam, 1987 or the Indian Medical Council Act, 1956.
Necessary provisions of penalty and imprisonment have also been made in Madhya
Pradesh Ayurvigyan Parishad Adhiniyam, 1987 vide section 24 for the persons who shall
practice Additional Registration as Additional Registration registered medical practitioner in the state without having been duly registered.
At present there is no provisions of renewal of medical registration in the Madhya
Pradesh Medical Council, Bhopal. Necessary proposed of amendment in the present provisions of the Madhya Pradesh Ayurvigyan Parishad Adhiniyam, 1987 for making
provision of renewal of registration every after 3 years / 5 years are being proposed.
